CMB, an acronym for “California Military Base” or “Closed Military Base”, strives to be the finest EB-5 Visa Regional Center program in the United States. CMB has achieved this by designing an EB-5 investor program that obtains the best possible outcome for all the parties involved. All parties involved in the CMB Regional Center transaction include the foreign national investor, the communities contained within the CMB Regional Center, U.S. workers, the federal, state and local governments.  All these parties are enhanced by the work and actions of CMB.

CMB is one of the oldest regional centers in existence today and our USCIS authorized project area is the State of California.  Today we have nearly 350 investors from all over the world who have signed up with CMB to be their regional center of choice to assist them with one of the most important decisions of their life - who to trust with their wealth and savings as well as their future and the futures of their family members as they embark on a new life in the United States.  CMB has worked hard to earn that  trust, and we have done so by creating 8 successful EB-5 regional center investment products that are safe and effective in creating jobs.   The chief strength is in the structure of CMB - it is the same for each of  the investment projects we develop.  We invest in infrastructure with the cooperation of local government agencies.  Infrastructure is the foundation upon which all future job creation is based.  By working with government agencies, capital preservation is enhanced.

CMB, by generating at least ten new American jobs per investor, creates an engine for economic development within each region of investment. In short, CMB aims to foster a “win-win” scenario for all parties involved. CMB realizes this “win-win” scenario by supporting the revitalization of California communities through investing backbone infrastructure.  CMB targets those communities devastated by the tremendous job loss and economic stagnation due to such factors as the realignment and closure of military bases affected by the Pentagon's BRAC commission and other temporary factors.  Additionally, this targeting of high unemployment areas allows our foreign national investors the ability to place $500,000 in the investment instead of the higher statutory requirement of $1 million. Furthermore, CMB leverages its clients' capital by combining it with public and private sector capital so our clients funds are only a portion of the total investment pool. Additionally, CMB further achieves the mission by creating highly secure investment opportunities for EB-5 investors. Payback of all our investors' funds becomes the responsibility of the government agencies that we provide the bridge loans to.  Each of our investments relies on the ability of the Government Agency to pay us back.  Even though this investment strategy is very secure it meets all legal requirements of being at risk - but not being foolishly at risk. This method of investment generates a reasonable return, creates the requisite jobs and it creates economic opportunities within our geographic scope thus increasing regional productivity.  Our clients, the foreign national investors, are able to achieve the two main goals of their investment endeavor:  Their permanent visa (Green Card) and the return of their original investment.

Some of the Many Strengths of the CMB EB-5 Program

• An Approved Jobs Methodology

• Qualified Target Employment Area

• A Well-Defined Exit Strategy

• Transparency on all Financial Statements and Investment Information

• Fixed Cap on Daily Expenses

• Use of a Safe Escrow for Client Funds

• Safety of Investments: by investing with government entities or Master BaseDevelopers-
all with Government sources of repayment

• Low Risk on Investment: CMB dollars equal no more than
one quarter of the total project investment
