Funds invested in EB-5 do not necessarily have to come from foreign sources. Many EB-5 investors are already in the United States with visas such as E2, H-1B, and L-1. They have earned income in the form of profits, salaries, and bonuses. They invest these funds in EB-5 eligible projects. Generally, such investors have an easier time with the source of funds as well since they have adequate documentation for such earnings.
