In order to demonstrate that your project is located in a Targeted Employment Area, commonly known as TEA, you have to make sure one of two things. The project needs to be either in a rural area or an area which has experienced unemployment of at least 150 percent of the national average rate. If the project will be qualified as TEA through the high unemployment route one good source to check for the unemployment rates is the list provided by the Bureau of Labor Statistics website. Many state agencies also issue TEA certification letters.
