This is a very timely question, as retrogression has become a huge problem especially with mainland China born investors. Due to the increased number of applications we are seeing from investors in Vietnam there is a risk that retrogression might be an issue with Vietnamese investors as well. Finally, due to the tremendous backlog in H1-B applications, investors from India have started opting for EB-5 as well. It is possible that we will soon see retrogression with Indian applicants as well.
Due to retrogression, USCIS recently announced (October 2018) that waiting lists are as follows: China (14 years); Vietnam (7.2 years); India (5.7 years); South Korea (2.2 years); Taiwan ROC (1.7 years); Brazil (1.5 years).
