What areas in New York qualify for the $500,000 EB-5 investment?

What areas in New York qualify for the minimum $500,000 investment? If TEAs are rural areas or areas of high unemployment, is there any chance of one being in Manhattan? How would a TEA in Manhattan get approved?

It all depends on the unemployment rate. As of today, Manhattan's unemployment rate falls under the required high unemployment rate necessary to designate the area a "TEA." Also, it is not a rural area.
