In my experience, RFEs are hot and miss. I don't know if there are supervisor reviews, but one would hope so. We have seen people get RFEs for items that were addressed in the plan and we have seen some that didn't make a lot of sense give the context. We recommend making sure business plan headings to make it easy for adjudicators to find key information. We have also noticed that some RFEs become quite extensive (i.e. asking for more than what is reasonably necessary) if the business plan is too vague or not entirely credible.
