This question was posted under the category of Canadian visa program. There is nothing preventing you from applying to two countries simultaneously, unless the other country has limitations on multiple citizenships. I would be more concerned about the tax implications!
You can apply for an investor visa in the United States, even if you have invested in other countries, or are seeking visas in other countries due to investments. There are not bars to applying to different countries.
There is no restriction that I am aware of in having dual citizenship from US standpoint. Of course, the other country might have a problem with your EB-5 application and might revoke your application. So it is better to check that as well.
