Angel Taveras, Greenberg Traurig Shareholder and Former Providence, RI Mayor, Presents at the 2015 Puerto Rico Investment Summit
Angel Taveras a shareholder in Greenberg Traurig, LLP’s Boston office and former Providence, R.I., mayor, was a featured speaker at the Puerto Rico Investment Summit, May 18 - 19, 2015, in San Juan, Puerto Rico.
On May 18, Taveras discussed the impact of EB-5 on economic development and shared case studies of successful EB-5 programs across the Unites States. During his time as mayor of Providence, Taveras supported the first Rhode Island- based EB-5 Regional Center in an effort to boost jobs in the state through foreign investment.
Under a pilot immigration program first enacted in 1992 and regularly reauthorized since, EB-5 visas are set aside for investors in Regional Centers designated by the United States Citizenship and Immigration Services (USCIS) based on proposals for promoting economic growth. USCIS administers the Immigrant Investor Program, also known as EB-5, created by Congress in 1990 to stimulate the U.S. economy through job creation and capital investment by foreign investors.
From 2011 to 2015, Taveras served as the mayor of Providence, where he led a city government with 5,700 employees and oversaw a budget of $678 million. Taveras is credited with rescuing Providence from the brink of bankruptcy and eliminating a $110 million structural deficit through landmark reforms to pensions, negotiated concessions in labor contracts, and unprecedented assistance from tax-exempt institutions. Under his leadership, Providence was recognized with the All-America City Award from the National Civic League for its plan to boost third-grade reading proficiency. In addition, Taveras won the $5 million grand prize from the Bloomberg Philanthropies’ Mayors Challenge for his innovative proposal to improve the vocabularies of preschool-age children.
Taveras also has a distinguished legal career. With over 14 years of experience in litigation, he is a licensed attorney in Rhode Island, Massachusetts, and New York. His diverse litigation practice includes complex commercial matters, including matters arising under the Fair Credit Reporting Act, the Truth in Lending Act, the Real Estate Settlement Procedures Act, as well as bankruptcy litigation, zoning and land use, shareholder disputes, and election recounts and challenges.
According to its website, the 2015 Puerto Rico Investment Summit, in collaboration with the Department of Economic Development and Commerce, brings together over 300 foreign investors to learn about the unique tax incentives available for individuals and businesses to promote export services, through a series of conferences and panels focused on the opportunities under Act 20, Act 22, and the new Private Equity Funds Act, turned into law on November 2014.
