From in or about March 2009, through in or about December 2015, in Hamilton County, Columbia County and Orange County, in the Middle District of Florida, and elsewhere,KARAMCHAND DOOBAY, a/k/a "Raj Doobay," the defendant herein, did knowingly and willfully combine, conspire, confederate, and agree with others to commit the following offenses: a. To devise and intend to devise a scheme and artifice to defraud and for obtaining money and property by means of materially false and fraudulent pretenses, representations, and promises, utilizing the United States mail and private and commercial interstate carriers, in violation of Title 18, United States Code, Section 1341;and b. To devise and intend to devise a scheme and artifice to defraud and for obtaining money and property by means of materially false and fraudulent pretenses, representations, and promises, utilizing transmissions via wire and radio communication in interstate and foreign commerce of any writings, signs, signals, pictures, and sounds, in violation of Title 18 United States Code, Section 1343.
