Foreign investors seeking U.S. green cards via the USCIS EB-5 investor immigration program may lend the specified sum of money to an experienced construction developer to build a first-rate American charter school. The building developer, ESJ is a well-established operator in the region, having already built several local charter schools, which are currently serving more than 15,000 students.Once construction is complete, the school 
facility will be made available to Charter School USA for official operation with the state of Florida. The government of Florida will provide steady income for each student for the school’s operating costs, and will oversee the school’s financial and academic performance, as it does for all public schools across the state.
