So, the EB-5 investor must be interested in hiring and developing a team of people to run the business. 

Another option is to purchase an existing business that is struggling and to grow it by a net worth of at least 40% while maintaining the aforementioned stipulations.To demonstrate that a business is troubled, it has to have existed for at least two years and must function at an annual net loss of 20%. To be approved for the I-829 petition you must employ the same number of people as were employed at the time of investment. All funds must be invested.
