The State is suing the South Dakota Regional Center over its management of the EB-5 program and federal authorities are threatening to revoke the states authority.

EB-5 grants foreign investors citizenship for a half-million dollars and Democratic Congressional Candidate Paula Hawks says those types of programs can lead to corruption.

Hawks says when you can find the highest dollar bidder to pay to gain citizenship, and that's what their interest is, that's a problem for her. Especially she says when there are others who working towards that goal in a different way.

Former state economic development commissioner Richard Benda committed suicide following alleged charges of embezzlement from the regional center.
