Jeffrey Carr
EPR is an applied economics firm with extenisve experience in EB-5 program. Our firm has completed more than 50 EB-5 program assignments, including: (1) economic and job creation imapct assessment analyses for EB-5 projects and the designation of new EB-5 regional centers, (2) the identification and certification of high unemployment and rural Targeted Employment Areas, (3) studies for expanding the approved activities list of existing regional centers, and (4) studies for the expansion of the geographic boundaries of existing regional centers when needed. Our firm also evaluates and drafts EB-5 compliant business plans for those looking to consolidate their EB-5 needs.
BIO
Mr. Carr has nearly 30 years of experience in economic analysis, economic forecasting, regional economic and fiscal impact analysis, financial analysis, economic-tax revenue forecasting, and preparing and presenting state economic-fiscal data to Wall Street bond rating agencies. In addition to more than 200 completed economic and job egional impact assessment assignments in his consulting practice, Mr. Carr has worked with the EPR Team to expand the firm's EB-5 economic and job creation impact assessment practice to completed assignments in more than 20 states. In addtion, he has served as the consulting State Economist and Principal Tax Revenues Analyst-Forecaster for the past four Governors of Vermont, including 12 years for Howard Dean and nearly 8 years for Governor James H. Douglas. He has been the State Economic Forecast Manager for his state for the past 19 years through the New Engalnd Economic Partnership (NEEP). He currently serves on the Board of Directors of the NEEP organization. Previous to his employment at EPR, Mr. Carr served as Legislative Director and Economist for a member of the U.S. House of Representatives (from Michigan). He also has served for more than four years on the office staff of former Vermont Governor Richard A. Snelling. His past experience also includes work as Research Director for a United States Senate campaign, and as Director of Research for a national education organization specializing in federal fiscal policy analysis. He taught economics in the Graduate School at St. Michael’s College in Winooski, Vermont during the 1980s. He also served for nearly 10 years as a member of the Town Selectboard in his hometown of Essex, Vermont-including his final year of service as Board Chair.
