Chairman and Founder of U.S. Immigration Fund (USIF)
Mr. Mastroianni is the Founder and Chairman of U.S. Immigration Fund, LLC and its affiliated companies (USIF), including multiple EB-5 approved regional centers throughout the United States. Under Mr. Mastroianni’s leadership since 2010, USIF has grown into one of the largest EB-5 regional centers in the United States. As of today, USIF is involved in over 20 projects (and growing) totaling nearly $3 Billion in EB-5 capital for real estate development.
Mastroianni leads the company’s daily international operations and oversees the USIF’s ongoing expansion efforts into emerging markets. Mr. Mastroianni has an extensive background with decades of real estate-finance experience and a varied portfolio of successful development projects throughout the country. In 2004, he founded and formed Allied Capital Development of South Florida in North Palm Beach.
Under the U.S. Immigration Fund, LLC business, Mastroianni expanded and founded additional affiliated EB-5 companies (USIF), including multiple EB-‐5 approved regional centers in New York, New Jersey and Florida. Mastroianni has played a major part in reviving and updating EB-5 Regional Center reform alongside industry leaders such as The US Chamber of Commerce, Laura Reiffl and The EB-5 Investment Coalition, Holland & Knight, RER, REBNY, and Miller Strategies among others. Mr. Mastroianni has spoken at length and provided various quotes and leadership to keep EB-5 programs fueling U.S. local and regional center economies with projects that generate hundreds of thousands of American jobs.
Mr. Mastroianni’s business memberships included the Association of General Contractors, The Association of Builders and Contractors, and the Police Athletic League. He has been recognized for his commitment to excellence in construction by the Association of Builders and Contractors (ABC), and was previously awarded the prestigious Excellence in Construction Award.
USIF has successfully and predictably raised capital for a who’s who of developers including the Witkoff Group, Kushner Companies, the Durst Organization, KABR, Fisher Brothers, and Forest City Ratner, among others. Similarly, in instances where USIF has provided mezzanine or preferred equity capital, USIF has entered into intercreditor and recognition agreements with a variety of major, respected financial institutions including J.P. Morgan, Goldman Sachs and Starwood, among others.
