Victor Shum is the President and Chief Executive Officer of the Advantage America EB-5 Group which operates the USCIS designated Advantage America California Regional Center, Advantage America New York Regional Center, Advantage America Hawaii Regional Center and Advantage America Nevada Regional Center. He was formerly a partner at the law firm of Jeffer Mangels Butler and Mitchell LLP in San Francisco where he served as the Co-Chair of the Investment Capital Law Group and was a member of the Global Hospitality Practice and Chinese Investment Group. As a corporate attorney, Victor worked with private and public companies on equity and debt financings, securities matters, mergers & acquisitions, and other strategic business transactions. His practice also includes counseling high-net worth individuals, real estate developers, hotel owners, lenders and regional centers on the EB-5 immigrant investor program, a topic in which he is a frequent publisher and speaker. Prior to practicing law, Victor was an engineer with the Mobil Oil Corporation in Los Angeles.
Victor holds a B.Sc. in Materials Science & Engineering from the University of California, Berkeley and a J.D. from the University of California, Hastings College of the Law. Victor has also studied at Peking University and the University of Hong Kong. Victor is a native English speaker and conversant in Cantonese.
