David Kay is a regional economist with the Alward Institute for Collaborative Science. His work specializes in economic modeling to inform development strategy, policy analysis, and program evaluation. His current areas of responsibility includes product research, develop, and delivery strategies for a range of analytic products derived from the IMPLAN database. He also manages the Institute's consulting practice for economic impact studies. His professional interests include regional, labor, and development economics, as well as urban planning, economic development, and international development.

Before coming to the Alward Institute, David worked as a regional economist for several organizations including: IMPLAN Group LLC, the Overseas Private Investment Corporation (OPIC), and the Bureau of Labor Statistics (BLS).  He also served as a Research Assistant and Federal Contractor for the United States Army Corp of Engineers (USACE) (CERL) where he was instrumental in the development of a water conservation website to aid Army installation managers in implementing new water conservation requirements and best management practices, and earned an award for updating complex data indicators for the Sustainable Installations Regional Resource Assessment (SIRRA).

David holds dual Masters' degrees in Agricultural Economics (MS) and Urban Planning (MUP) from the University of Illinois – Urbana/Champaign, as well as a Bachelor's degree in Geography (BS) from Brigham Young University.
