A partner with McAdam & McCarthy Attorneys at Law, Mr. McCarthy holds a Juris Doctorate with high honors from Seattle University School of Law, a Masters of Science in Geological Engineering from the Colorado School of Mines, and a B.A. in Geology with high honors from Whittier College. As an attorney, his areas of experience include EB-5 Regional Center Application submissions, individual foreign investor immigration, business law, government policy, LEED certification, and environmentally-responsible technology and business practices.
Mr. McCarthy is also the Legislative Director for the EB-5 Regional Center trade association, Invest in USA (IIUSA). As Director, he has led IIUSA’s formal response to USCIS’s recent proposed rule changes (most notably, the federal agency’s proposed I-924 Region Center Form and Administrative Form). Furthermore, Mr. McCarthy has drafted EB-5 legislation with senior staff from Congressional leadership on the Senate and House Judiciary Committees that will be introduced later in 2010. The goal of the legislation is to both make the EB-5 Regional Center program permanent in addition to legal refinements to facilitate foreign investment
