Note : from http://seattle.curbed.com/archives/2014/08/construction-on-the-potala-tower-breaks-ground-next-week-in-belltown.php

It has been 9 months and the developer just got a grading and shoring permit. It is currently not permitted as a property that allows a hotel and it is not currently approved for the number of units claimed by the developer.
I can only find one ground-up development completed by Lobsang Dargey and it is Potala Village Everett. It is perhaps 4 stories and certainly not a tower.
His second development is a hotel - apartment - mixed use which was supposed to be complete in summer of 2014 and now claims it anticipates completion in the summer or early fall of 2015.
How does a developer go from only completing 1 low-rise building to attempting a 41 story tower? I wouldn't put my bets or my money on this. Where's the experience to show that he can pull it off?
