Carroll & Scribner, P.C. attorneys are among the most experienced internationally with the EB-5 Immigrant Investor Program, through which businesses may secure private capital from foreign national investors for the development of job-creating commercial enterprises. We regularly represent immigrant investors, Regional Center developers and project organizers, and we have assisted many dozens of EB-5 investors with their I-526 petitions and their I-829 petitions for removal of conditions, resulting in permanent green cards for these investors and their families. We have a 100% record of success with I-526 and I-829 petitions filed on behalf of clients worldwide in a variety of EB-5 investment vehicles.

Ed Carroll is one of a handful of attorneys nationally who represent the American Immigration Lawyers Association (AILA) to the U.S. Citizenship and Immigration Services agency, as a member of AILA’s EB-5 Committee. He has been actively involved with the EB-5 program since its inception. He is frequently asked to consult with Regional Center developers and project organizers and to provide guidance on the development of EB-5 investment offerings.

Susan Pilcher has extensive experience with representation of EB-5 investors, having successfully represented many dozens of individuals and their families from over 35 countries through the processes of securing EB-5 visas, transitioning to the United States as permanent residents, and ultimately securing unconditional green cards.  She is frequently asked to speak and educate other attorneys regarding the EB-5 visa process, and she is an extensively published author and associate editor of an authoritative text on EB-5 law.

Mark Scribner, the firm’s commercial and business law attorney,  is a key member of our EB-5 legal team. Mark has expertise in counseling EB-5 project and Regional Center developers on the business and securities law aspects of structuring their business enterprises and developing their private securities offerings.

Carroll & Scribner’s ability to offer its EB-5 project developer clients legal counsel that draws on expertise with not only immigration law but also real estate development, securities law, and corporate/commercial law enables the firm to identify and navigate through the myriad issues that arise in the course of creating a market-ready EB-5  project.
